Dlci List fails and the IP Address is unavailable

Turn the dial over to setup. Then select "Frame Relay". Scroll down to about page 4 and highlight the "Configure" option under "DLCI List Pass/Fail Criteria". There you will be able to change the way the 660 reports this. You can either select Fail, Ignore, or Warning.
 
As far as the "IP address not available" message and the DLCI 16 Active, make sure that Inverse ARP is enabled on the Far-End Router. The ISP has done their job in properly setting up the PVC or otherwise you would not see DLCI 16 as Active. The 660 is seeing the DLCI information from your Far-End router but has not received a response to the Inverse ARP message sent.
